Dennis Barbian

As Country Backstopper at GIZ/EnDev Head Office, Dennis supports the implementation of serveal energy access market development projects in Cambodia, Laos, Vietnam, and Ethiopia. Dennis also works on the conceptual development of results-based financing approaches for energy access and oversees the implementation of several innovative RBF approaches.

As Country Sector Leader Energy for SNV, Dennis oversaw the implementation of several market development interventions in the biogas, cookstoves, biomass fuels, and off-grid solar sectors.

As Project Manager for the AFD/EU-funded Solar Microfinance Program, Dennis oversaw the implementation of the largest off-grid solar market development initiative in Cambodia to-date. The initiative builds on a comprehensive approach to remove structural market barriers - such as low consumer trust, affordability constraints and limited routes to market – to kick-start local off-grid solar sector growth.

Design and implementation of market-based renewable energy/rural access-to-energy programs; incl. advanced clean cookstove/renwewable biomass fuel market development & solar PV sector development.

Advisory services for institutional reform/development of the National Biogas Program (NBP) towards stronger market orientation; financial viability; institutional strengthening of the biogas sector; and privatization of sector functions.

Highlighted experience: - WORLD BANK (Market Study on business development services for private sector water businesses; advice on market-based model for capacity building of water businesses); - PATH (Documented PATH Cambodia's competency areas & developed capability statement for business development pruposes; conducted donor mapping exercise); - VBNK (Supported Strategy Review & assisted with design of Strategic Plan 2013-15); - EYC (conducted initial social business feasibility study)
