Allocation, managing the allocation and disbursement of government investments for Higher Educational Organizations Development Fund.

Supervise preparation of feasibility studies, investment plans on Projects proposed for IFI Financing and coordinate with government bodies. Conduct negotiations with the IFI Representatives. A range of activities to establish the Project Implementation Units (PIU) for the approved projects. Provide advice and counsel to PIU on the project start-up and implementation issues. Coordinate the activities of PIU and prepare periodic reports on project status and performance reviews both for management and IFI.

Supervise Road Master Investment Programs Preparation and coordinate with government bodies. Monitoring of Annual Construction and Maintenance Programs and prepare reports and status reviews to Ministry of Economy, Parliament and Cabinet of Ministers of Uzbekistan. Participation in preparing of appropriate drafts of Government Decrees & budget directives (circulars).

Analyse and participate in various aspects of the project cycle & process improvement; Provide advice and counsel to line management on project policy, salary administration and benefits; Preparation of contract agreements; liaising with other project functions and departments of Client to get concurrence on contract pro-forma that included client requirements, regulations and laws; collecting and tracking data on project performance status against approved schedules.

Project planning & scheduling; Development and coordination of proposals and directions of high priority within the limits of project budget; Close work with appropriate government bodies to obtain necessary information, approval and concurrence required for the project

Prepare road construction programs, annual & midterm projects expenditures planning & scheduling and coordinate with appropriate government bodies; Program implementation, Contracts formation & administration activities, resolution of the conflicts between Contractors and relevant departments; Review and advise for approval annual master (address) lists of road construction contracts for regional engineering project management companies

Collection & analysis of proposals for road construction programs; Prepare requests for proposal, bidding documentation and contract documents for signing and reports on programs performance; Initial study of Design-budget Documentation (Feasibility reports, detailed designs) and transition to Department of Expertise

Prepare responses to incoming communication as directed; Participate in elaboration of appropriate drafts of Decrees & budget directives (circulars); Prepare schedule & record activities and follow-up actions
